Есть такое чувство, что нужна локаль en-RU.UTF-8. Сообщения en, а форматы даты/времени/денег для RU.

Впрочем, единственный вменяемый формат даты/времени — ISO 8601 с обязательным указанием часового пояса, все остальные — зло.
